Second update on the Trawl Ban
A few weeks ago we shared with you the thrilling news that Government was in the process of seeking Legco approval for their proposal to ban all trawling in Hong Kong. 80% of all fishing in Hong Kong is done by trawlers, so an end to this destructive practise would be a massive tonic for our once bountiful waters.
More recently, on the 15th March our Conservation Director, Dr Andy Cornish spoke to legislators of the Food Safety and Environmental Hygiene Panel, at a special deputation meeting. More than 40 interested groups, most of them from the fishing sector made their views heard. Dr Cornish emphasized how more than 13 years have passed since overfishing was identified as a major issue and how little has been done since then, and how fish stocks should bounce back after the ban, benefitting the ecosystem and small-scale fishers. More than ten universities, diving groups and other concerned groups also expressed their strong support for the ban.
Views expressed by the fishing community were mixed. Some trawling groups welcomed the ban, some were adamantly against it, but most said they could accept it providing the compensation was adequate. This view was echoed by legislators who called on Government to reveal more details on how the HK$ 1 billion pot set aside for the trawl ban will be shared amongst the affected fishers. WWF believes this is good progress as Government has already indicated that it is prepared to be more generous in compensating the fishing community than normal.
The next steps are that a special sub-Committee was set up in Legco on 1st April to look just at the trawl ban, and to hopefully give a green light by mid-May.
We’re getting close to a historic moment, so watch this space!
Finally, WWF is partnering with Living Seas Hong Kong to organize a workshop in mid-April to explore the huge opportunities for Hong Kong to create marine-related economic opportunities and new jobs utilizing the existing skills of fishers. We are inviting potential job providers who share the same vision to attend the workshop, so if you fit the bill, please let us know.
